The Lincoln County Health Department has provided services in Lincoln County since August of 1966. A variety of programs and services are offered by the agency, and it continues to assess and change as our community’s needs change. Employees of the Lincoln County Health Department provide professional leadership and guidance to help identify and develop interventions to assure Lincoln County is a thriving, safe, healthy and informed community.

As of April 1, 2014, the Board of Trustees for the Lincoln County Health Department and for Public Health Fund, Inc. (a not-for-profit corporation formed by LCHD) includes the following members:

This is a voluntary position, and the staff of LCHD would like to thank these members for their dedication to improving public health within our community.
Kim Farrell – Dental Program Coordinator– Kim is responsible for managing all aspects of the Dental Program under the guidance of the Dental Director. She sets all policies and procedures to ensure compliance with current guidelines, and recruits and schedules volunteers and contract employees to meet the oral health needs of Lincoln County residents. She is a lifelong resident of Troy and is passionate about serving the community. She is married and has 2 sons.

Dr. Armen Tumanyan, DMD – Volunteer Dentist
Genevieve Weseman- Emergency Planner and Surveillance Specialist- is responsible for the planning, organization, and administration of emergency preparedness activities for Lincoln County. She works in close collaboration with other agency staff, county and city offices, medical providers, first responder agencies, regional partners, and state authorities. She received her MPH from St. Louis University in 2014 in Epidemiology & Biosecurity & Disaster Preparedness. She is an avid hiker, and mushroom hunter.
Rebecca Grutsch – Contractor/Generalist – Rebecca assists the Environmental Program with different duties, such as food and septic inspections throughout Lincoln County. She inspects all food establishments whether they are temporary, such as farmers market vendors, or permanent, such as restaurant and schools. She also is available to assist any program within the health department as needed. She obtained her Bachelor’s degree in Crisis and Disaster Management with an emphasis in community health from Central Missouri State University in 2011. She has also obtained many certifications which will enhance her duties at LCHD. She currently lives in Lincoln County with her spouse and young son. They enjoy various outdoor activities, such as boating, horseback riding, snowboarding and hiking. During the winter months you can usually find her family at a Blues hockey game. She also enjoys photography and scrapbooking her family’s memories.
Amanda Ingram – Environmental Public Health Specialist – Amanda’s duties include assisting clients with on-site wastewater installations as well as complaints, inspecting food establishments and temporary events to ensure public safety. Lodging and childcare inspections are also done to monitor processes to ensure a safe community. She received her Bachelor’s degree in Environmental Science with a minor in Chemistry. Her previous job was working in soybean research at Monsanto. She has 3 children and enjoys various outdoor activities, such as hunting, fishing and boating with her family. She also enjoys baking and cake decorating.
Molly Meyer – Public Health Nurse – Molly assists with the immunization program as well as HIV and STD testing. She is also dedicated to expanding the travel immunization program and a number of lab services now being offered at the Lincoln County Health Department. Molly graduated from the Sinclair School of Nursing at the University of Missouri-Columbia with a Bachelor’s of Science in Nursing, and worked as a medical surgical nurse prior to joining LCHD. She enjoys reading, shopping, and spending time with her husband and growing family
Ellen Sullivan, RN – Director of Clinical Services, Immunization Coordinator/Public Health Nurse – Ellen manages the Immunization Program and is the primary contact for administering vaccine. She is available to answer questions regarding school vaccinations or any other concerns regarding immunizations and public health issues. She also assists with Communicable Disease investigations. She graduated from Hannibal LaGrange College as a licensed Registered Nurse. When not at work, you will find Ellen spending time with her family, especially her 7 granddaughters, growing flowers and traveling with her husband.
Betty Weible – Clerical Technician at the Front Desk – Betty’s primary duties include assisting all clients coming into the Health Department, and directing them to the appropriate program. She routinely issues birth and death certificates, schedules immunization appointments and all necessary documentation, while answering the phones. She loves working with children. She is an avid Cardinals fan and enjoys watching every game with her husband.
Marleen Creamer – WIC Certifier – Marleen is responsible for assisting potential and current WIC clients by answering their questions, scheduling appointments, complete necessary screenings and documentation as required, as well as prints and distributes checks. She assists the Nutritionist in obtaining growth measurements, and provides referrals and resources to assist clients with various needs. She has been with the WIC program for over 11 years. She is a 2015 graduate of the Troy Chamber of Commerce, Troy Leadership Program and would highly recommend this to everyone. It has shown her what a truly caring community we have here in Lincoln County. She is married with 3 sons, 2 daughter in-laws and beautiful grandchildren. She enjoys bird watching and antiquing.
Renee Headrick – Breastfeeding Peer Counselor (WIC) – Renee counsels and assists prenatal mothers on the benefits of breastfeeding, as well as provides education and support to breastfeeding mothers. She also provides resources and referrals to WIC clients to meet their various needs, and assists in answering phones and scheduling appointments. She graduated from Missouri Baptist University in 1999 with a Bachelor of Science degree in Accounting/Business Administration. She lives in Elsberry and enjoys spending time with her 4 children.
Rose Ottinger – WIC Nutritionist – Rose encourages healthy growth and development of pregnant women, infants and children by monitoring growth and hemoglobin levels. She interviews and counsels families on healthy eating habits and low cost nutrition tips. She is a Dietician at the Lincoln County Medical Center and a Certified Diabetes Educator. She attended the University of Cincinnati and received a Bachelor of Science degree and then her Master’s degree from Indiana University. She enjoys family time with her husband, 2 children and 2 grandchildren, and loves to travel and experience new places. She is a strong believer in nurturing body, mind, and spirit by being physically active, reading, and serving the community in faith-based service.
Sasha Vandeven, RD, LD – Nutrition and Breastfeeding Coordinator (WIC) – Sasha’s job consists of educating WIC clients on the importance of healthy eating habits for themselves and children, completing nutrition assessments, monitoring hemoglobin levels, and growth measurements of the children. She promotes and encourages prenatal women on breastfeeding through education and oversight of the Breastfeeding Peer Counselor Program. As the Nutrition Coordinator, she assists in overseeing the yearly planning of the WIC program by helping set and evaluate goals and writing lesson plans for the nutrition education classes. She received a Bachelor of Science degree in Dietetics from Southeast Missouri State University. She is married and has 2 wonderful children.
Kim Vickers – WIC Certifier – Kim is responsible for assisting clients wishing to participate in the WIC (Women, Infants and Children) program. Her duties include certifying parents by documenting necessary information and maintaining immunization and insurance records. She also provides limited health screening of children and nutritional educational to parents in the program to guide them to maintain healthy habits. She previously held a secretary position in the Wichita Public Schools. She loves spending time with her husband, 2 daughters and 4 grandchildren. She enjoys craft projects and camping.
